Introduction

The current crisis in politics, economics, globalization and the restructure witnessed in the public sector and public institutions like the police, have observed challenges in public policing more so public safety. There is great transition witnessed both in politics and economics meaning that the current policing philosophies are not adequate for the current and the future needs. There is need for policing changes because there have been a lot of economic shifts which has resulted in new societal pressures leading to new opportunities in crime, hence new challenges in crime.

The article talks about the reforms needed in the policing institution. These changes are needed because the world is fast changing prompting to new challenges that require new ways to be solved. The current methods cannot be adequate to handle the challenges. This article was meant to be read by the policymaker who is in charge of the police reforms (Kempa, 2015). The purpose was to create the understanding that with the changes in the world, there is a need to implement changes to institutions like the police to match the new challenges witnessed in the world.

The five indicators in need of adjustments are, the mushrooming of the spending on policing in Canada as well as other Western democracies. The spending takes up over 50 percent of the budget in these countries (Kempa, 2015). Secondly, the health of police officers has been declining at an alarming rate. The police are being given too much to do which are out of alignment with their core functions. This has created a lot of confusion in the police hence declining their morale at an alarming rate. The third indicator is that there has been a slip in public perception of the public police with many seen as not been fair and impartial. This has reached a record low. The public usually has high expectations for the police some of which are unrealistic in the real world. The next indicator is due to the rise in the appetites for more security. There has been a big growth in private security (Kempa, 2015). This can be translated to mean that the public does not see the police being capable of working to achieve the set objectives. Lastly, crime is expanding in new realms leading to new forms of crimes in the cyberspace and finance, especially with new technology there is a need for the police to reform, be able to deal with this new crime.

Conclusion

These adjustments are important and needed because fast-moving world institutions such as the police should be changing at the pace of the changes witnessed. There is no way an institution set up to handle the security challenges in the 19th century can still be the one to provide security for 21st-century crimes (Kempa, 2015). There is a need to step up and make the policing ore advanced.

The paper has been presented successfully in a way that it is easier to see why there is the need to have policing reforms. The paper has presented a historical outline and the current situation of the world showing clearly where there have been changes and why reforms are needed. In conclusion, changes needed in the police institution due to a lot of technologically-enabled crimes today; the police need new ways that are also technologically enabled to be able to handle such crimes. New crimes call for new ways to handle them.
