Introduction

Non-Governmental Organizations-as the name suggests-are independent of governments and offer voluntary aid to societal development issues. In disaster situations, NGOs are required to have quick response to save as many lives as possible with available funds (Maskrey, 2011). Unlike governmental organizations such as National Security Agency, Homeland Security or National Response Framework, Non-Governmental Organizations do not need to clear paperwork for them to act, hence making them much quicker in response to disaster.

In most situations, Non-Governmental Organizations usually have a significant role in the provision of relief materials, getting involved in rescue operations, organizing health camps and generally managing disaster (Hidayat, 2010). Some non-Governmental Organizations also double up as faith-based organizations, making them operational based on social values of a particular faith. Through biblical teachings and morals, these organizations act on instincts of saving people living in disaster-struck places as being the will of God. These organizations have been known to offer help in the form of healthcare services and food and shelter provision.

While Non-Governmental Organizations are mainly known to aid in situations of natural disaster, they are also often assistive during situations such as during terrorist attacks. However, governmental agencies are most involved in situations of terrorist attacks, from preparedness, prevention, protection, response, to recovery. Non-Governmental Organizations' involvement in such situations always remains to give first aid and offer other health assistance (Shaw, 2012). Faith-based religious organizations, on the other hand believe in biblical teachings and religious doctrines, which provides reason to offer assistance in disaster situations. For instance, in the book of psalms, the author likens God to the utmost refuge; "God is our refuge and strength; a very present help in trouble strike. Therefore, we will not fear, though the earth should change and though mountains slip into the heart of the sea. Though the sea water roar and foam, though mountains quake at its swelling, the LORD of hosts is present and is our stronghold." (Psalms 46:1-3)

Conclusion

In conclusion, believing in the greater good of biblical doctrines, Non-governmental organizations, in conjunction with Faith-based Organizations, have a distinct role in offering healthcare services, rescue operations and provision of relief materials.
