The proactive aviation safety program involves the utilization of data to detect hazards and threats either from the historical or the current incidents and put measures before the accident (Patriarca et al., 2019). A predictive risk program on risk management grounded on operating possible risk retrieved from the regular operational data to decrease the chances of risk that is yet to happen (Lalis et al., 2018). Besides, it is significant to comprehend the modification between the various types of risk management in modern aviation programs. Proactive risk programs form part of aviation safety management systems (SMS). The primary discussion in this paper is to consider the value of proactive and predictive aviation program as used to provide safety.

Proactive risk program is not only a process but also a discipline in which organizations must put into practice to make an integral component for the entire business plan. This type of risk program is continuous and not performed in isolation. A proactive risk management program promotes the ability of an organization to avoid or manage the emerging and current risks. Also, it helps the organization to adapt quickly to crises or accidents (Patriarca et al., 2019). The organization can even understand the required measures for a better tomorrow and how the risk could impact the business if it were to happen. Well-established proactive risk management provides limited exposure to the business, improve the value of stakeholders, and saves costs. The vast difference between the approaches of risk management, ranging from reactive, proactive to predictive, is the way risk is reported, assessed, and mitigated (Short et al., 2019).

Nevertheless, there is the management of various challenges before any organization enjoys a positive outcome in a proactive approach-for instance, limited tools and techniques-also, the availability of data and insufficient clarity concerning the spectrum of risks. Providing a proactive approach requires the organization to have an understanding of the breadth of likely risks and potential threats in alignment with the overall organizational objective. Another very important aspect is communication. Communication between every stakeholder, employee, and experts across the operation is crucial to create the value in this approach (Patriarca et al., 2019).

Four main ideas build the value of this kind of program. First, it is to monitor precursors to risk. Any management of risk requires that an individual or organization to understand what risk is. A precursor is any situation that is associated with risk, attitudes or behaviors, actions that correlate to threats, and bureaucratic inadequacies. A good plan evaluates behaviors, actions, attitudes, and environmental issues through monitoring leading indicators (Patriarca et al., 2019). Generally, precursors entail evaluation of the root causes that interact with the safety program. Secondly, it has a strong risk control ahead of time. Just as the word suggests, the quality of this approach determined by the time action and reaction. For instance, if there is a sudden spike in employee turnover during the start of SMS implementation, there are other controls that could take over within the shortest time possible (Kuklev et al., 2019).

Some of these controls include formal SMS induction training to lower resistance to the SMS, and ensuring that all roles have checklists. Thirdly is to identify risks as they emerge. The frontline employees can tackle this by providing appropriate action is taken against emerging threats (Short et al., 2019). They are also supposed to identify the early stages of risks. Therefore, there is a need to have front line employees who drill on precursors and understand thoroughly on emerging threats-lastly, the rating of a proactive program determined by an adequate budget for tools and training. There is a positive correlation between a reasonable budget and successful aviation SMS implementation (Kuklev et al., 2019). Training improves the quality of services and hence allow the people in charge to be prepared to avoid and control risk. Tools for better risk management include developing more complex safety data machines. The accountability executive role is to ensure that there is an adequate budget required to provide prepared safety (Patriarca et al., 2019).

The predictive risk management program utilizes predictive data systems, which are the means of normal or daily operations that help determine the strengths and weaknesses of a company. Recently, there has been no airliner fatality in the past three years in America with the help of predictive risk management. The predictive approach categorized into two; there are system safety and threat and error management. Under the system safety, the approach identifies the small hazards before allocating risk level (Lalis et al., 2018). Under threat and error management, it enhances the identification of manageable threats before developing into errors. The frontline employees are the foremost personnel that can identify threats before the management (Lalis et al., 2018).

Voluntary reporting of these employees could contribute significantly to predictive data. There are corporations such as FAA and other industry programs. The Aviation Action Program (ASAP) is one of the programs. ASAP protects the employees from FAA action whenever they report mistakes prematurely (Short et al., 2019). Therefore, predictive management should be a robust operational process, utilize historical data, equipped with tools, and a strong understanding of environmental and human factors. A major impact of this approach includes the provision of safety, data analysis, hypothetical scenario analysis, identification of trends, and change management. Nevertheless, it identifies emerging hazards, asses performance, verify the effectiveness, and show the progressive improvement of aviation SMS (Lalis et al., 2018).

Conclusion

In summary, both proactive and predictive program aims at managing risk and threats from several approaches. Today, most of the companies are rapidly improving to a broad approach so that they can mitigate unexpected events and expenses. Having the right procedures and tools to respond to unforeseen risks ensures the sustainability and reliability of an organization.
