The code of conduct of health education provides a platform of shared professional standards. Training is also essential in ensuring program implementation. Leaders can teach workers on the strategies to behave ethically. They can do this by discussing morally questionable circumstances and measures to respond to them.

One of the phases of the health education program is managing the process of planning. This is by developing a strategic plan to help in managing stakeholder contribution, resources, timelines, and determine the approaches for data-gathering, decision making, and explanation. For example, by planning to engage staff and client in the healthcare program and including them in the decision-making process. Secondly is conducting a situational valuation. This is meant for learning more about the target population issues and trends that may interfere with implementation, including assets, needs, and wants of the community. For example, this step entails identifying the state of the situation, what is making it better or worse, and the possible strategies to deal with the situation.

A practical methodology is required for the evaluation of a health education program. The following steps are involved in the assessment of health care program ; engaging stakeholders to help ineffectiveness of the evaluation of the program, describing the program to create awareness of the objectives of the program, specifying what you are evaluating, gathering evidence basing on expenditures, effectiveness and time frames as well as acquiring the information from the members of the program, justification of the conclusion by using the evidence gathered to evaluate the program within the time frame - application and sharing of lessons learned by ensuring that the recommendation that has been shared is well applied.
