Training is also essential in ensuring program implementation. Leaders can teach workers on the strategies to behave ethically. They can do this by discussing morally questionable circumstances and measures to respond to them.

This is by developing a strategic plan to help in managing stakeholder contribution, resources, timelines, and determine the approaches for data-gathering, decision making, and explanation. For example, by planning to engage staff and client in the healthcare program and including them in the decision-making process. Secondly is conducting a situational valuation. This is meant for learning more about the target population issues and trends that may interfere with implementation, including assets, needs, and wants of the community. For example, this step entails identifying the state of the situation, what is making it better or worse, and the possible strategies to deal with the situation.
