Introduction
Good governance and leadership is the element in for the growth and development of any federal government. Based on personal understanding of the phrase 'good governance' is that it means that the government in a given country does the job of running it efficiently and satisfactorily. This essay focuses on the current or present government of Uganda as the way to present a set of opinion on why the quality of life for most Ugandans is poor, yet they have got good and enough natural resource which could use for growth and development to enable its citizen to live a quality life.
The current president, Yoweri Museveni, came to power in 1986 by successfully waging a civil war. Uganda is a badly governed country because it doesn't have a governance system which facilitates the exercise of public power efficiently and satisfactorily. This has led to a loss of public confidence in the administration. Undemocratic elections, political violence, a lack of press freedom, public corruption, dilapidated public infrastructure, widespread poverty, and never-ending inter-ethnic conflicts are symptoms of the actual disease afflicting the nation.
Often in discussions about crime rates, people refer voluntarily engaging in criminal behavior as a violation of the 'social contract.' What I could glean from reading about this concept is that human society is not a natural thing. It is artificially created because it is much easier to secure a decent standard of living when people come together to create a society. This process of agreeing to live together in a civilized society is what constitutes the social contract bad the Ugandan government, social contact with the government this does not exist. A government is needed to preserve the social contract. This is why, for example, it is the government which has the exclusive right to make and administer laws which all the people within its borders must follow.
The Ugandan citizen lacks freedom of expression and speech, which is the element of identifying the challenges the citizen are going through such access to education, health facility, and security issues. For example, it is the Yoweri Museveni's party which uses its majority in Parliament to abolish term limits and make him president for life. In any democratic government that engages its people in public, public participation and a referendum before the Constitution is changed. There are several number of leadership and governance Ugandan government needs to establish through use of foundational documents such as the rule of law, separation of powers, judicial autonomy, freedom of the press to put in place strong democratic institutions which will make the quality of life in Uganda better through good governance.
Conclusion
In conclusion, the current living standard and low development prevailing in Uganda are the impact and effects of having lousy governance through dictatorship and lack of citizens' voice in public activities When you talk about how a government runs a country may be good or bad. When a government efficiently runs a nation, and it is accountable to its citizens, it is engaging in good governance. When it does the opposite, it is participating in bad management. Since people must staff governments, citizens need mechanisms in place to ensure the public power a government has is not exercised in a corrupt or arbitrary way. One such device is a written Constitution which can be used to used ensure good governance through implementation.
