Introduction
Economic Development is a very dynamic concept that refers to an unremitting upsurge in production on time path that is changing. It entails attaining productivity levels that are high in every sector as well as better living standards for the communities. However, it is filled with hurdles and obstructions in economies that are underdeveloped. This paper will discuss a dispute concerning economic development.
Power Threats to Community Citizens
As indicated in the dispute case of Rifle County Development, some actions can be interpreted as a power threat. The first action is that of the County Board resolving to use the public taxes to hire a community developer. The people believe that they will not benefit since they will have to pay his salary. As a result, the people organize for an economic boycott for a resolution to be established which is a power threat too.
Perceptions of the Participants
- County Board Resolution: they perceive that the Shotgun town gets the benefit from the county, unlike other communities.
- Four mayors: they believe they won't benefit from the community developer, and their taxes will be misused by paying his salary.
- John Hammer: he thinks that the concerns raised by the four mayors are of old garbage, which is outdated.
Sources of Power to Use Technical Assistance
- County board
- Mayors of Stock, Trigger, Bullet, and Barrel.
How Technical Assistance Can Be Used
- Dominion: this is the case where the party incline to win despite whether the other party win or not. Technical assistance for parties using dominion will be taking the lost cases to the court appeal.
- Withdrawal: this is the case where a party wish to evade, offsets the objectives they are trying to accomplish. Technical assistance will be the use of delay tactics as well as temporally proscribes.
- Compromise: this is the case where one party thinks it has to forego something. Technical assistance for the compromising party will be constructing the optimal tradeoffs, which constitutes win-loss outcomes at minimum (Young et al.,2016).
How to Avoid Frozen Behavior
Firstly, it can be avoided by drilling the problem deeply. This can help to resolve even entrenched issues (Brett & Thompson,2016). Secondly, it's by being professional in the manner of holding the conflict matters, and it will help to detach from some conflicts and to get better insights, which will help to provide lasting solutions.

Community conflict is a form of discordance that is instigated by the authentic or rather perceived needs of opposition, ideals, and safeties amongst people who work together. Conflict can happen in many forms. There is an unavoidable clash among the formal authority as well as power with the people and groups that are affected. There are disagreements on the manner community revenues should be used.
