A strong party gets defined by its ability to formulate consensus instead of policies. Their main aim should be on better outcomes of the systems incorporating programs implementation that serves the interest of most if not all voters (Kollman, 2018). The leaders can manipulate the house debate to favor their interests rather than be in favor of the voter's welfare.
The Powell amendment signifies a weak democratic party as meant by the different grading related to issues of the voter. The northern democrat and southern democrat have an excellent dispersal of services when it comes to funding the school. In contrast, the Republican has terrible grades in school funding. On desegregation, for a northern democrat is remarked well with southern bad and republican indifferent. In union, northern democrats have an excellent remark, while for the south democrat is mediocre and the republican bad.

Congress gets made up of incumbents and less representation of women and too many lawyers and a considerable number of people with lots of money. There is less representation of women in congress and evident self-thinking of parties for their gain rather than thinks of the voter's interest and profit. A robust democratic party considers voters' interest with minimal self wants to gain over the people's attention. Powell amendments make parties weaker.
